Eligibility dispute

On 30 January 2019, shortly after the 4-0 defeat in the 2019 AFC Asian Cup semifinal, the UAE FA filed a formal appeal with the AFC over the eligibility of Sudanese-born Almoez Ali and Iraqi-born Bassam Al-Rawi, claiming that they did not qualify to play for Qatar on residency grounds. They cited Article 7 of the FIFA statute, which states that a player is eligible to play for a representative team if he has “lived continuously for at least five years after reaching the age of 18 on the territory of the relevant association.” Although the footballer claimed that his mother was born in Qatar, it was stated that Almoez had not resided consistently in Qatar for at least five years beyond the age of 18. The AFC Disciplinary and Ethics Committee dismissed the United Arab Emirates Football Association’s objection on February 1, 2019, without additional remark or explanation. The matter was eventually decided in August 2020 at CAS (Court of Arbitration for Sport, situated in Lausanne, Switzerland), with the UAE losing their appeal against the Asian Football Confederation’s (AFC) decision. Ali scored in Qatar’s 2-2 tie with Paraguay in the 2019 Copa América on June 16, 2019. Ali was named to Qatar’s roster for the CONCACAF Gold Cup in 2021. He won the competition’s top scorer prize after scoring four goals.
